Isn’t she Nancy, from the Nancy and Sluggo comic strips?
Yes, It is a Nancy doll. I found this:

this is indeed Nancy from the Nancy and Sluggo comic strip…she lived with her beautiful Aunt Fritzie…she also had her own comic books during my childhood and
Sluggo has also been a doll…he has a pug nose and wears short pants, a jacket, and a cap
Originally created as a newspaper comic strip character in 1933, additional information about Nancy’s history can be found at:

Thank you everyone for your comments–yes, indeed, this is Nancy from the comic strips, made by Georgene Averill. Most likely made in the late 1940s. Denise
Denise I inherited a 19in Barbie that was never put on the market My Great Grandpa work
at the Mattel plant in Tenn. and brought home a doll lightweight plastic, 19in,
original face,
with plastic blond hair with a pony tail that moves. And no markings
He told my Grandma the doll was used to model clothes then they sized them down I have done some research on her I think she is a prototype what do you think?
